This drill block is typically made as the first mill project in the Oregon Tech machining class. This particular one was squared, faced, drilled, countersunk, counter-bored, tapped, reamed, and surface ground, all on a Clausing Lathe with a 4 jaw, just to prove to the class that you can do a lot with manual machines, sometimes it just takes some creativity. Of course it still needs some de-burring as evident in the picture.
